Will compression reduce quality?
Compression re-encodes JPG and WebP at the quality you choose, so some loss is expected below 100%; PNG stays lossless. Merged, split and page-deleted PDFs keep their original content, and PDF tools that render or re-encode images say so in the result panel.
Does the tool stop at 100KB?
It stops as soon as the output is at or below 100KB, keeping the highest quality that fits. If it can't, you get the closest result with the real size.
